    It is Not addressed to you so dont open it. You have the right to decline any offer of consent to the assumed authority. That is your right.

    Politely tell them No thanks Im not interested, please leave the property.
    If they start on with fining you etc, simply repeat it is my right to decline to give You my private information now can you please leave the property now.
